The Geneva Convention.
From the Wikipedia article:

"Article 3 covers internal armed conflict (not of an international character) and it provides similar protections for combatants as those described in the rest of this document for a prisoner of war. That Persons taking no active part in the hostilities, including POWs; shall in all circumstances be treated humanely. It also lays out some basic rules for the treatment of all people combatants and non-combatants alike. Article 3 also states that parties to the internal conflict should endeavour to bring into force, by means of special agreements, all or part of the other provisions of GCIII."

And now George Bush wants to... "define" ... the Geneva conventions. We need to "define" them, because we don't really understand what humane treatment of prisoners means (hint, no bags, no jumper cables, no faggotry).

So, Mr. President, you're going to define Article 3?

Just like you defined the first Amendment?

You know?

The Bill of Rights?

The Amendment I to the Constitution of the United States? (Stewie voice now)

So, "Freedom of speech"? That means as long as you are listening now? Freedom of the press? As long as you can put reporters in jail? Freedom to peaceably assemble, but not outside your house in Crawford? Freedom of Religon, as long as it's yours?

You're defining this for us now?

You're helping us?

HOW'S THAT GOING FOR YA?
